In Autumn 2005, Her Majesty's Inspectorate of Constabulary for Scotland (HMICS) published a thematic inspection of performance management in the Scottish police service entitled, “Managing Improvement”. The primary aim of the inspection was to undertake an examination of the state of performance management within the Scottish police service, and make recommendations designed to promote continuous improvement of the service provided by the police in Scotland. A recommendation arising from the thematic inspection was:

About this time, ACPOS decided that a greater emphasis was required on performance management and established the ACPOS Performance Management Business Area (PMBA).
In response to the HMICS recommendation, the Senior Strategic Steering Group (SSSG) was formed. The SSSG consists of representatives from the Scottish Government, ACPOS, HMICS, Audit Scotland, the Scottish Police Authorities’ Conveners’ Forum, and the Convention of Scottish Local Authorities (CoSLA).
The group established a project team chaired by Chief Constable Pat Shearer, with a remit to rationalise the existing, often overlapping, performance information gathered and used by different stakeholders within the SSSG into a single suite of performance measures.
The framework is divided into four areas of policing:
Each of these areas contain High Level Objectives developed in the light of existing policing priorities, as identified by ACPOS and Scottish Ministers, and agreed by relevant stakeholders.
The High Level Objectives have been translated into specific performance measures in each of the four areas. Performance is measured in terms of Outcomes, which represent the final results of policing in that area; Activities, which represent activities and processes involved in achieving the outcomes; and Inputs, which represent the resources used to carry out the activities. Additionally, there are Context measures, which are not measures of performance, but are designed to provide contextual information to allow a better understanding of the environment within which a police force operates.
It is recognised that national indicators of performance may not fully reflect all priorities at a local force level. For this reason, forces have been encouraged to align their own performance management mechanisms with the framework. It is hoped that in doing so, forces will be able to measure and report on both national and local priorities in a consistent and meaningful manner. On 1 April 2007 the first iteration of the framework was launched across Scotland. It was acknowledged that the framework marked a significant step forward in the way that policing performance is measured, reported and, ultimately, managed in Scotland.
The framework is now in its second iteration with the third currently in development for publishing in April 2009.
